The receiver uses Facebook, but not Messenger
Most people install the Facebook app only. If the receiver doesn’t install a Messenger app, and only uses Facebook through the app, they won’t know about your message. Only a person who uses both the apps, Facebook and Messenger, can get notifications about the messages received.
Receiver marked your message as spam
If the receiver has marked your messages as spam, or reported you on Facebook, you won’t be able to send any message to the particular person. Hence, your messages would get sent but not delivered.
The receiver has blocked you on Messenger
If the receiver blocks you on Messenger, while you are still in the middle of a conversation, you might not get notified at the exact time. You might get to send one or two messages until you are blocked to send any. But, your messages won’t reach the receiver.
